Top mandarin warns on special advisers
Former civil service chief Lord Butler yesterday warned that Whitehall's traditional of political neutrality was being undermined by the rising number of special advisers with political affiliations.
In an interview with the BBC, he called for them to be treated as employees of the political parties in power rather than civil servants.
