Stephen Byers is to set out reforms to planning laws in a bid to boost the availability of low cost housing, particularly in the south east.

The transport and local government secretary will give the all-clear to proposals allowing local authorities to require the inclusion of affordable housing in development deals.

The measures will also give new powers to evict anti-social tenants.
