Departments which underspend their budgets could see the cash being given to other Whitehall fiefdoms despite new rules allowing ministries to carry forward unspent money to the next financial year.

The move is being seen as a warning to departments that they cannot stockpile cash - but has heightened fears that some ministries may begin to spend indiscriminately to ensure they clear their budgets.
