Downing Street yesterday admitted it had been wrong to tell Liberal Democrat MP Norman Baker that Tony Blair had "appointed" Peter Mandelson as chairman of the UK-Japan 21st Century group.

The prime minister later told the MP that that "the appointment...was not made by me". A Number 10 spokesman blamed an office error for the mistake.
