The leader of the senior civil servants union has attacked Tony Blair's attempt to build a power base at the centre of government.

Jonathan Baume, the general secretary of the First Division Association, yesterday called for an urgent review of Downing Street policy units - which he claimed were "taxing Whitehall" with conflicting demands.
