Labour Party chief Charles Clarke tells the Times that May's council elections will see a shift away from national controversies over spin and sleaze to a bread-and-butter emphasis on local "pavement politics".

"One of the ways our campaign will be slightly different to what we have done before is that the focus will be local. There is growing evidence that local elections are decided by local issues," he said.
