Downing Street yesterday set out the UK's objectives for tomorrow's European Council on economic reform in Barcelona.

The six priorities are: EU commitment to welfare to work policies; a single financial market; action to boost research and development spending to "bridge the gap" between the EU and US; a 2005 target for internet broadband access across the EU; deregulation; energy markets liberalisation.
