The government was hit by further sleaze claims yesterday after it was revealed that Clare Short's department had backed a £2.3 million World Bank grant to Lakshmi Mittal's Sidex steel firm.

The approval for the grant was given in the same month as the millionaire gave Labour a £125,000 donation.
