Segregation 'is child abuse'
Penal reform groups have reacted to Home Office figures which reveal that more than 4000 teenage prisoners were locked in segregation cells over the past 22 months.
The groups warn that segregation as a punishment would normally be viewed as child abuse. Segregation can be enforced for a range of offences, including swearing at a prison officer or bullying.
