An independent review of the prison service commissioned by the Home Office yesterday recommended that Victorian jails currently in use be replaced by at least eight "super prisons".

These new facilities would have capacity for 1,500 inmates, and would be built by the private sector.

The move would be an attempt to cut the £1 billion estimated tax bill to maintain 130 prisons over the next decade.
