Lib Dems unveil public service proposals
The Liberal Democrats yesterday published a consultation paper detailing the party's ideas for public service reform.
An NHS tax to replace National Insurance contributions, devolution of the control over schools to local bodies and more involvement of the voluntary sector were among the proposals.
The Guardian claims that the party is pondering a "shift to the right".
