London mayor Ken Livingstone yesterday expressed concern that ministers could hand over responsibility for the Tube without putting sufficient funding in place to finance the transition, forcing higher council taxes or fare increases.

London Underground was fined £225,000 plus costs of £15,000 by a court yesterday for having let safety standards fall "lamentably short".
