Government proposals to create an "industrial services" category have prompted charges that it is attempting to manipulate statistics and mask a steep decline in UK manufacturing.

Trade and industry secretary, Patricia Hewitt, yesterday called on the Office for National Statistics to review the way figures on manufacturing are compiled to avoid underestimating growth sectors such as IT software.

The Conservatives have accused the government of trying to "fiddle the figures".
