Tony Blair will today commit Britain to an EU-wide arrest warrant despite strong reservations about the move in the House of Lords.

The prime minister is in Laeken for an EU summit, chaired by the Belgian presidency, which will also begin a debate about the future shape and direction of the union.

Blair is said to believe that the EU must be seen to be more open and transparent in the way it makes decisions.
