Treasury delayed Tube improvement, says losing bidder
Improvements to London's Tube have been delayed by at least five years because the Treasury intervened to demand that part-privatisation costs be cut, the leader of one of the losing bidding teams told MPs yesterday.
Speaking to the Commons transport committee, Michael Cassidy, chairman of Linc, said the Treasury "conceived, designed and manufactured" the PPP then changed the rules while the consortiums were bidding for the contracts.
