Romano Prodi, the president of the European Commission, has called for Brussels to take new powers in the areas of spending, tax and defence.

In a speech in Bruges yesterday, Prodi said "a moderate budget policy" should form the next stage of economic union.

He went on to call for "the entire foreign and security policy of the union" to be brought under EU control.
