A former government whip is hoping to introduce a bill in parliament which would formalise Tony Blair's role as a "full blown executive president".

Graham Allen, MP for Nottingham North who was sacked as a whip after the election, wants to allow the British people to elect their head of government directly.

"The UK has in effect a presidency. We should recognise it. We should welcome it. We should democratically control it," he argues.
