Up to 10 new countries could join the European Union in a "big bang" expansion in 2004, according to a new report by the European Commission which was published yesterday.

The expansion plans are seen as a way of uniting the continent after the fall of the Berlin Wall. According to the document, Malta and Cyprus stand out ahead of the other applicants in terms of their economic readiness.
