Afghan groups have agreed to meet in Berlin on Monday to develop plans for a post-Taliban transitional government. The Taliban will not be represented at the talks, held under UN auspices.

The new regime is set to be built around the Northern Alliance, Afghanistan's former monarch, King Zahir Shah, and Pakistani-based Pashtuns.
