Agriculture minister Lord Whitty admitted yesterday that the government did not do enough to test its foot and mouth strategy and could have improved how it communicated the details about its approach to farmers and others involved in combating the epidemic.

He signalled that the government will turn to vaccination as "a supportive mechanism" if new cases emerge over coming months.
