Railtrack 'backtrack' on £370 million for shareholders

Transport secretary, Stephen Byers, has promised to allow the failed firm Railtrack access to £370 million to compensate shareholders. But the government is still refusing to use public money to pay back shareholders at the original flotation rate of £3.60 per share.
