Stephen Byers yesterday gave details of the new body which will replace Railtrack and vowed to remove the "tensions" and "divisions" which had characterised the network operator. He said the proposed new body, which will be considered alongside any rival bids, would have 12 to 15 board members drawn from the Strategic Rail Authority, rail operating firms and passenger groups.
