Former House of Commons speaker Betty Boothroyd has launched a fierce attack on the conduct of Elizabeth Filkin, the commissioner for parliamentary standards. In her memoirs, to be published on Thursday, Boothroyd argues that some MPs believe Filkin behaves like a "witch-hunter", and believes she is guilty of "speaking out of turn" to the press about the way MPs avoid making detailed declarations of their outside earnings.
