Stephen Byers has ruled out any further government support for the rail network, saying that the government would provide no additional cash for the new body which is to be established out of the ruins of Railtrack. Despite criticism from the Tories, ministers say the blame for the collapse of the firm must lie squarely at the door of Railtrack's management.
