Tories attack '£5.2 billion hole' in Labour's spending plans
The Tories will claim today that Labour's spending plans have a £5.2 billon "black hole" caused by the expansion of three new welfare tax credit benefits.
Calculations backed by the Institute of Fiscal Studies, show that the government's biggest single spending priority is on social security and not the planned £5.12 billion on health or the £4.4 billion on education in 2003.
Shadow social security secretary, David Willetts, will accuse Labour of planning to spend up to an extra £5 billion in benefits in 2003 without making provision for the increase.
