Britain's third privately run "child jail" was hit by turbulence and disruption during its first 20 months, according to a report published today. The report by the Social Services Inspectorate into the Medway Secure Training Centre in Kent, calls for the employment of more experienced and skilled childcare staff, improvements in attendance at lessons and better supervision of youngsters.
