Rail 'U-turn' under fire
The rail industry expressed disappointment with a shake-up of the franchising system announced by transport minister Stephen Byers yesterday.
The new plans reject long-term contracts in favour of two-year extensions linked to service improvements.
The Rail Passengers Council and the rail regulator also expressed concerns that the investment expected under the 10-year-plan could not now be delivered.
