The introduction of a new method of counting crime figures is to push the figures up by 10 to 15 per cent when introduced next spring. Under the new system, crimes are to be recorded if a victim confirms that it took place.

Writing in the Times, home secretary David Blunkett welcomed the change as giving a better picture of what the police are up against.
