Cullen report blames failures and paralysis

The rail industry has been ordered to report back to the government on the progress it has made to implement the recommendations made in the Cullen report into the Paddington rail crash.

Published yesterday, it blames institutional paralysis and lamentable failures for causing the crash which killed 31 people.

But it has been claimed that Railtrack will not face charges over its conduct.

The railways now face a bill running into millions of pounds to bring the railways up to an acceptable standard.
