Above inflation pay rises are to be demanded by union leaders as the price for cooperating with the government's reform plans, it has been revealed.

"If the government is to achieve its objective, it needs the support and good will of our members in order to do that. It is not a threat. It is a fact of life," said Unison boss Dave Prentis.
