Tony Blair plans to trigger a national debate on membership of the European single currency in September with a speech to the TUC conference, says the Independent.

The move will herald an all-out campaign to win public opinion round to the euro as Blair's confidence that the pro-membership argument can be won following William Hague's failure to gain advantage from the issue in the general election campaign.
