Health secretary, Alan Milburn is set to ditch waiting list targets, instead switching the focus to the amount of time patients must wait for treatment.

In a speech in Liverpool to the British Association of Medical Managers, Milburn will call for an alliance with NHS staff to carry through reform and will reassure the conference that there will not be an avalanche of changes and government initiatives.
