After people's peers come people's bishops with the announcement of a new system giving lay people a greater say, with less secrecy, in which clergy are considered for preferment.

The new rules, which must be agreed by the general synod, could see an overseas Archbishop of Canterbury elected by the worldwide Anglican communion.
