The Guardian reports that Railtrack is rapidly using up £15 billion of public money aimed at repairing Britain's railway network.

Sir Alastair Morton, chairman of the Strategic Rail Authority, has warned that he has little cash to spend on new rail projects and the Treasury is refusing to give any new money.
