Brown has cash - and lots of it

Gordon Brown can well afford extensive tax cuts of up to £4 billion, but they will have to be phased in, the Institute for Fiscal Studies said in its Green Budget yesterday.

It also predicted that this year's budget surplus will be a staggering £16 billion - some £6 billion more than the chancellor's own estimates.

It has also emerged that Gordon Brown has presided over £24 billion of tax rises since Labour took office.
