The Opposition is to support government legislation which will deliver free nursing care for the elderly but which will require some patients to pay for "hotel services".

The decision by the Tories to support the plan is likely to diffuse the row which has erupted since the Scottish executive decided to introduce across-the-board care for the elderly.
