Sir Peter Morris, the Nuffield Professor of Surgery at Oxford University, has criticised health secretary, Alan Milburn, for language that was "a bit over the top and has probably frightened a lot of people off being a donor".

Sir Peter, also a vice-president of the Royal College of Surgeons, pointed to the confusion created over the difference between organ donation and organ retention after post-mortems.
