David Blunkett will unveil a "Billy Elliot" revolution to fund arts classes for working-class children. The education secretary will reveal a £360-per pupil grant for after-school classes for ballet, music and other related classes. A £400 million drive will also be announced to tackle the seven million adults unable to read or write.
