It has emerged that Sir Stuart Lipton, one of the members of the consortium waiting in the wings should the Legacy bid for the dome fail, is the chairman of a quango reporting to culture secretary, Chris Smith. Lipton advises the DCMS in his role as chair of the Commission for Architecture and the Built Environment.
