Senior ministers are pressing for a bill on devolution to the English regions to be included in the first Queen's Speech after the next election. Supports of deputy PM John Prescott, who is a firm believer in English devolution, believe that Labour's commitment to regional government should be clarified in the forthcoming election manifesto.
