Ken Livingstone's plans for congestion charge in central London has been attacked by the AA and RAC, who are fighting for an exemption from the charge for their vehicles. The Mayor's team have said that there cannot be an exemption, a move the breakdown organisations say is "perverse".

The Tories are drawing up plans to replace miles of bus lanes with cycle lanes under a plan to get Britain on to bicycles. The shadow transport minister, Bernard Jenkin, who is a keen cyclist, will highlight the plans today.
