Cook pushes for widening of the EU debate
At a meeting of EU foreign ministers today the British foreign secretary Robin Cook will begin a campaign to ensure the debate on the future of Europe is not unfairly weighted in favour of the so-called interventionists. The eventual outcome of the process started at the Nice negotiations will depend largely on whether the EU member states push farther down the road of integration - deciding the key issues by convention - or decide that integration has gone far enough and the matters must be decided on the back of the widest possible consultation.
