A draft National Audit Office report reveals that the Home Office may have breached contract guidelines in an attempt to solve technical problems with the CRAMS system for probation service case management. Contracts signed with French IT company, Bull Information Systems, in 1994 were defective and rendered subsequent agreements invalid. The £118 million pound contract is 70 per cent over budget.
