Widdecombe approaches young offenders with 'carrot and stick'
Ann Widdecombe has pledged a Conservative government to creating 1,000 secure training places where young offenders would have to achieve behaviour and education targets to gain early release.
The shadow home secretary promised that with a "carrot and stick" approach young offenders, with minor offences, could see their criminal records wiped clean if they stayed out of trouble for two years.
