Prison role needs 're-examination'

The outgoing chief inspector of prisons, Sir David Ramsbotham, has called for a debate on the role and cost of imprisonment, saying that the number people jailed was greater than the capacity in the number of prisons being built.
The call for a re-appraisal of the role of prisons follow remarks by Lord Woolf in which he said that politicians should not call for more jail sentences in order to garner popular support.
