Scotland's first minister, Henry McLeish, may implement the findings of the Sutherland commission which recommended that the government pay for both nursing and personal care of the elderly in residential homes. The move would open up a new split between Holyrood and Westminster. Both Whitehall and the then Scottish first minister Donald Dewar rejected Sutherland's findings, supporting only the funding of nursing care.
