The chancellor is set to announce a package of reforms which will see regional development agencies being given greater financial freedom. He will tackle the current situation whereby RDAs are forced to fund regeneration and development plans drawn up by Whitehall. The agencies have in recent months seen the chancellor pledge an additional £500 million each year until 2003-2004.
