Health secretary Alan Milburn has indicated that he would back proposals to ring-fence specific taxes to fund the NHS. The plans put forward by the Fabian Society would set aside all tobacco and alcohol duties and half of all income tax for the health service. Wage slips would indicate the amount being given to the NHS to make it "absolutely clear to the public that taxes pay for the services they value".
