Licence to practise 'complex and problematic'

Voice: the union for education professionals29th March 2010

Manifesto briefings: 3: Proposed Licence to Practise to be scrapped

In the third of a series of briefings on Voice's election manifesto we look at the Licence to Practise (Licence to Teach) (England).

Voice has considerable reservations about how any licence system would operate.

Introducing it would be complex and problematic, not least because it raises issues over the role of the General Teaching Council for England.

The Continuing Professional Development (CPD) entitlement must be readily available and accessible across the country if teachers are to be judged on this. Good teachers must not lose their licence through no fault of their own.

The licence must be a measure of quality, as part of the promised entitlement, rather than a bureaucratic burden undertaken to tick the box marked 'CPD'.

In addition to CPD entitlement for teachers, Voice would like to see a corresponding entitlement for support staff – something our teaching assistant members, in particular, would value.
