ATL Comment On Ofsted’s Annual Report
19 November 2008
Martin Johnson, deputy general secretary of the Association of Teachers and Lecturers (ATL), said:
“We are pleased Ofsted’s annual report recognises schools do not work in isolation and that other services also have an impact on how well children do at school.
“We know from research that around 85% of the variation in pupils’ achievement is due to factors outside school, so is it not helpful to just focus on what schools can do to raise pupil attainment.
“We acknowledge that schools, leaders and staff need to continually strive to meet the needs of all pupils. But the over-emphasis on tests, league tables and Ofsted inspection, reporting and grading individual schools in isolation generates competition between schools rather than encouraging co-operation and sharing of expertise which would benefit pupils and the community.”
